School Board Vote on ALBA - Tuesday February 23rd

EDITOR'S NOTE: At the 2/23/10 school board meeting, two community residents spoke in support of the vote and the Board approved a Proposition S expenditure of $630,000 for improvements to the Joint Use Areas shared by the students of ALBA and community residents.)

After several months of discussion and meetings and seeking input, the School Board will vote to allocate resources to improve portions of the Joint Use Area shared by the students and faculty of ALBA Community Day School and the residents of North Park. (For background click here)

The proposed improvements include replacing rusted out basketball and light poles, resurfacing the blacktop area south of the Joint Use Field, and replacing three sides of the old chain link fence with ornamental security fence like that used on many of the School District’s newer facilities. In addition, the proposal is expected to include authorization for linking security cameras to the School District’s state of the art monitoring system to provide for better security.

Other Items

Several items that were part of the community input process have not been included for a variety of reasons. The Park and Recreation Department decided to move forward with its own plan to reseed the joint use field rather than pursue a joint option with the School District. In addition, members of the community raised issues related to improvements to the Community Park outside of the Joint Use Area. The District is unable to use Proposition S funds to pay for improvements that are outside these boundaries and not used by the School District.

Next Steps

If the School Board votes on Tuesday to approve the allocation and timing for improvements to the Joint Use Areas, the NPCA will work with Council District Three to request additional resources from the Redevelopment Agency to support elements of the combined effort that cannot be funded through Proposition S allocations. These additional elements include the purchase of the security cameras that would be connected to the School District’s system, possible demolition and removal of concrete tables that have presented difficulty for Park and Recreation Center staff, and resurfacing/restriping to diagonal lines the parking on the east side of the park and the trash receptacle lot. The target is to have this submittal ready to go before the Redevelopment Project Area Committee in time for the April meeting.

North Park Community Walking Tours

As part of the process to update the Community Plan for our community, there are walking tours of our various neighborhoods being organized.  The first one is being organized by Walk San Diego on Saturday February 6th with a starting location of Roosevelt Middle School  If you wish to attend, please be at Roosevelt by just before 9AM.

Self Guided Walking Tours

The community planning update team would like your help in taking a closer look at North Park and providing us your opinions. The team has identified four different routes that showcase the unique aspects and challenges of North Park. You are not required to take all four tours, but we would like to get at least 3 committee members to volunteer for each route.

The routes all solicit input on parking, land use, bike facilities, pedestrian facilities and other design issues. The questions are easy to answer and are specific to projects or segments along the route.

You should assume 2 hours for each tour. We would recommend that they are done by walking, however if you should choose to take the tour by another mode of transportation please indicate so in the boxes provided.

Please note that the stops are too frequent and close together for driving safely and the environment should be experienced as a pedestrian. The one route exception would be the Western Area / Park Boulevard Route, which would best be experienced on a bike. Route 4, South Area / Burlingame, can also be experienced well on a bike.

More on the MAD

At the upcoming meeting the Committee will consider whether to spend resources on improvements to Switzer Canyon, in the southern portion of North Park. There are major areas that need improvement throughout North Park. As with all decisions about spending resources in North Park, we believe that significant outreach should be done before the decision to allocate these resources occurs. Protecting Switzer Canyon, like protecting Boundary Street, the gateways to North Park, and residential public safety, are all very important issues and more of the community should be involved in the decision making.
